WATER METERS
Rule 4.1Care and Protection of Water Meters. The District shall provide a water meter for the service connection and consumer shall henceforth take proper care of and protect the water meter from any damage, impairment, loss or destruction.
In case of mechanically defective and/or worn-out meters, consumer shall request in writing for a meter change and the District, even without request, may proceed to replace or change defective or worn-out meters upon inspection and examination thereof.
All testing, sealing, repair, and replacement of water meter shall be performed only by District personnel.
Rule 4.2 Meter Sealing.Before any water meter is installed, it shall be tested and calibrated first and then sealed by District personnel.
Rule 4.3 Water Meter Tampering/Illegally Installed Meters. Consumer shall desist from any form of water meter tampering and installing stolen or pilfered water meters. Service connections whose water meters are found to be tampered with or illegally installed shall be immediately sanctioned pursuant to Section 8 (Anti-Pilferage) of RA 8041 ( An Act to Address the National Water Crisis and for Other Purposes).
Rule 4.4 Meter Investigations. Whenever the accuracy of a water meter is questioned, the Customer may request that the meter be re-read. Upon such request, the District shall re-read the meter. The Customer may witness the re-read, or have a representative present. No charge will be made for this re-reading except under the following conditions: If a Customer requests an additional special read within one year of receiving a free meter re-read, a service charge may be assessed. If the original meter reading is found to be in error, the service charge will be removed.
Rule 4.5 Meter Tests. Whenever the accuracy of a water meter is questioned, the Customer may request that the meter be examined and tested by the District. Upon such request, the District shall examine and test the meter. The Customer may witness the tests, or have a representative present. No charge will be made for this test except under the following conditions: If a Customer requests an additional test (or tests) within one year of receiving a free meter test, a deposit will be required prior to receiving a test.
Whenever in the observation of the consumer, the water meter is inaccurate, he may request for an official test to be conducted by District personnel. The meter will then be tested on variable rates of delivery. If the average registration is more than five percent (5%) in excess of the actual quantity of water passing through the meter, the District shall adjust the overcharge based on the result of such test from the latest six months, unless it can be shown that the error was due to some cause for which the date can be fixed.
In the latter case, the overcharge shall be computed up to the end of billing period and not beyond such date. If the meter turns out to be within five Percent (5%) of accuracy, based on the indicated rates, no adjustment will be made in the water bills.
