The public hearing for the power cost adjustment successfully held in Edward S. Hagedorn Coliseum on November 14, 2024.

GM Walter J. Laurel presented the accomplishments which include completed and ongoing projects and the future plans and programs for the short and long-term development of the agency. GM Laurel highlighted the importance of water infrastructure project investment to further meet the demands in the city.

He highlights that the last water rate increase was approved and implemented last 2010, enabling the agency to sustain the operational expenses and invest in modern water infrastructure projects for the past 14 years.

He stated that the agency can sustain its operations without the PCA; however, this will limit the agency’s capacity to expand water services to rural barangays that the agency is yet to reach.

The extra revenue generated from the PCA will cover the gradual increase in electricity and fuel costs and will be allotted to water service expansions and future plans and programs.

During the public hearing, an open forum allots time for our stakeholders to express their side after the presentation of GM Laurel. Allowing our concerned stakeholders to voice out their opinions and suggestions, share their perspectives, offer constructive recommendations for reconsideration, raise questions, and seek clarifications about the PCA.

What’s Next?

Following the public hearing, PPCWD will now proceed to the next steps in the process. This is the preparation and submission of all the necessary documents, which includes the actual billing for electricity and fuel for validation of cost computation, financial statements, and the minutes of the meeting of the public hearing to the Local Water Utilities Administration (LWUA) for their re-computation and thorough review and evaluation of our proposed implementation of the power cost adjustment.

The panel representing the PPCWD is the General Manager Walter J. Laurel, Chairman of the Board – Atty. Winston T. Gonzales, AGM for Admin and Finance – Ronnie P. Fernandez CPA, and AGM for Operations – Engr. Vicente D. Abrea. They are accompanied and witnesses of the activity are from the Local Water Utilities Administration, Dina M. Cunanan, Acting Division Manager, UDEV 2, and Leison Glen Factoriza, LWUA Advisor.
