The ARTA Southern Regional Field Office—Inspection Team, led by Mr. Jose Rondo Rocabo and Atty. Erwin Magtangob, recently conducted regular spot checks and inspections last July 9, 2025, at the Puerto Princesa City Water District (PPCWD) in compliance with RA 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
The EODB Act mandates that government agencies provide faster and more efficient services for both business and non-business-related transactions. With this act, the Anti-Red Tape Authority (ARTA) was created, spearheading the overall implementation and compliance of all government offices, extending the efforts to streamline and digitize various government services.
Ms. Divina Gracia Borja, Chairperson of PPCWD’s Committee on Anti-Red Team (CART), assisted the inspection team, along with other committee members, Ms. Baby Liza Bream, a Senior Customer Service Officer.
The inspection visit concluded with an exit conference, joining us with General Manager Walter J. Laurel, Assistant General Managers, and the CART members, confirming the PPCWD’s complete compliance matrix and provisions of its Citizen’s Charter, with other recommendations for improvement.
PPCWD recently received recognition from ARTA last October 30, 2024, conferring the RCS Silver Award, for demonstrating a very satisfactory rating in complying with anti-red tape standards from the Report Card Survey 2.0 of 2023. You can read more at this link.
PPCWD remains committed to delivering efficient and improved public service, with a continuous shift to digital platforms such as paperless billing and the PPCWD mobile application.
