
As part of the activities of the Ease of Doing Business (EODB) Month, PPCWD joins the nationwide frontline service inspections today, May 15, 2025.



The inspection was spearheaded by Ms. Divina Gracia D. Borja, PPCWD CART’s Committee Chairperson, along with the entire committee team. The visit focuses on the set checklist and guidelines imposed by the Anti-Red Tape Authority (ARTA), ensuring compliance with the Ease of Doing Business standards according to the Republic Act No. 11032. This law aims to streamline government transactions to promote transparency, efficiency, and convenience for our consumers.

During the inspection, the team conducted interviews with random consumers after their availed services. This approach provided valuable feedback on the customer experience, highlighting both strengths and areas for improvement. Observation of frontline processes and interaction was also undertaken to identify possible inconveniences faced by clients.

Highlighting the activity and being observed was the commitment to promoting transparency and customer satisfaction. The team noted the employees’ attentiveness, well-informed decisions, and positivity in addressing the concerns of the consumers. Additionally, the agency’s physical setup includes a comfortable waiting area for consumers to avail services during their stay. The cool breeze of air and comfortable seating arrangement, and clear signage for each transaction. The presence of available digital tools, such as the in-house developed software ABACUS, for quick transactions.


PPCWD aims to further enhance the quality of public service delivery by assessing the agency’s frontline processes. The insights gathered during the nationwide inspection will serve as a basis for implementing targeted initiatives in streamlining transactions and reducing red tape.
